Teleglobe is sole North American Data and Voice Carrier to be granted facilities-based license in newly liberalized Hong Kong Telecom Market

Company will deploy satellite facilities to support growing Internet, data
traffic demand

Reston, VA , January 24, 2000 - In a major step supporting the growth of its
Internet and data traffic in the Asia Pacific market, Teleglobe (NYSE, TSE:
TGO) today announced that it has been granted a facilities-based international
license for the establishment of satellite-based telecommunications in Hong
Kong. The license, granted by Hong Kong¿s Office of the Telecommunications
Authority (OFTA), enables Teleglobe to deploy its own Earth station in Hong
Kong for the provision of data, video, Internet and voice services. Teleglobe
is the sole North American data and voice carrier to be granted a license.

«With direct access to the Teleglobe network via our planned satellite
facilities, our customers will benefit from even greater cost-savings, quality
and route diversity into and out of Hong Kong,» said John Cahill, president,
Teleglobe International. «This license is another significant step in our
continued expansion into the Asian market.

With a presence in Hong Kong since 1995, Teleglobe already holds licenses to
provide international Internet, data and voice services to Carriers, Internet
Service Providers, Content Providers and Businesses via the resale of bulk-
lease capacity provided by other Hong Kong carriers.

The Hong Kong market for international telecommunications traffic is the second
largest in Asia, with about 1.7 billion minutes of two-way traffic estimated
between Hong Kong and the rest of the world in 1998. Internet users in Hong
Kong will grow from an estimated 1.1 million in 1999 to 2.6 million in 2004,
according to technology consultants International Data Corp.
