BCE Emergis to Accelerate U.S. Expansion

     Strategic Business Units to Focus on Key Markets

Buoyed by its recent technology acquisition, by the strength of
its eHealth expertise and by its growing U.S. revenues, BCE
Emergis Inc. announced today that it is accelerating its move
into the U.S. market. With the objective of applying its
successful Emergis business model and vertical strategy in the 
U. S., BCE Emergis has set up three strategic business units, and
added strong leadership to its senior management team.

STRATEGIC BUSINESS UNITS 

eHealth Solutions, North America. BCE Emergis has established a
consolidated unit that will address the North American healthcare
market. The Company will leverage its current relationships
within the life and health insurance community, many of whom play
significant roles in both Canada and the U.S. It plans to build
on the successful implementation of its network-centric solutions
in the Canadian health sector and to extend the reach of these
solutions into the U.S. health insurance community to benefit
from the growth in the electronic claims processing business in
that market. Using one cohesive and integrated team allows BCE
Emergis to build on its strengths in both the U.S. and Canada and
address the potential of the North American market as a whole,
following the acquisition of UP&UP of Rockville Maryland last
March.

U.S. Business Unit. BCE Emergis has created a new unit that will
focus primarily on establishing specific B2B exchanges in the
U.S. market. The Company has been extremely successful in
creating valued exchanges in the Canadian financial institutions
market, both in the electronic bill presentment and the
electronic procurement sectors. It will leverage this expertise
and experience, and combined with the electronic invoice
presentment and payment technology that it has gained through the
acquisition of InvoiceLink of Greensboro, North Carolina, it will
look to replicate these B2B exchanges in the U.S. market. The
technology and solutions for both markets are similar and readily
adaptable. In addition to the financial institutions sector, this
business unit will also be responsible for continued growth in
electronic delivery and relocation services in the mortgage
services area, as well as in the transportation sector, which is
primarily U.S.-based. 

Canadian Business Unit. To best capitalize on its leading
position in Canada, BCE Emergis has established a business unit
that will focus exclusively on the Canadian market. This business
unit will leverage the existing strong distribution channels -
such as the BCE family - and customers in the financial and
telecom sectors and seek to further extend the Emergis' solutions
reach into these markets. The Company has already established
leading-edge exchanges for bill presentment, through e-route, and
the recently announced electronic procurement through Procuron,
for example, and will look to grow these exchanges through
increased penetration to end-users, as well as through the
addition of e-commerce services to them. 

STRONG MANAGEMENT TEAMS 

Each business unit will benefit from strong and experienced
e-business leadership:

*    George Blake, who is senior vice-president of BCE Emergis
     and previously CEO of SNS and Assure Health, becomes
     President, BCE Emergis - eHealth Solutions. In addition to
     his senior team, a Strategy Committee, whose members bring
     expertise and experience in the healthcare sector, will
     advise him. Prominent and active in this Committee are Tom
     Blair and Ed Civera, the two former co-CEO's of UP&UP. It
     will be the responsibility of this Committee to focus on the
     business strategy of the unit and to identify and realize on
     new business opportunities. George Blake will be based in
     Rockville, Maryland, where BCE Emergis' U.S. headquarters
     will be located.
*    Terry Ham, who is senior vice-president of BCE Emergis and
     previously President of Newstar Technologies, becomes
     President of BCE Emergis - U.S. He was heavily involved in
     both the creation of e-route and Procuron, and will leverage
     this expertise in the U.S. market. A strong management team
     will support him, including the business development team of
     InvoiceLink. Terry Ham will also be based in Rockville,
     Maryland, 
*    Jacques Malo, who was previously President of Nurun, the
     e-commerce division of Quebecor, and who has held executive
     positions at LGS and the Mouvement Desjardins, joins the
     company and becomes President, BCE Emergis - Canada. He
     brings a wealth of experience and expertise in senior
     management in the technology sector, as well as strong
     business relationships. He will be located in Montreal.

EXECUTIVE TEAM CONTINUES ON TRACK

As part of this plan, Wes Scott, Chairman of the Board announced
that Brian Edwards in addition to his role as CEO of BCE Emergis,
will also assume the position of Vice-Chairman of the Company.
Christian Trudeau, who is currently COO of BCE Emergis takes on
the added responsibility of President of the Company. "Given its
fast paced growth plans and the ever-changing e-commerce
landscape, BCE Emergis will benefit from the strong leadership
and vision of both these individuals," said Wes Scott. Christian
Trudeau will oversee the three business units. Furthermore, the
human resource role within the Company is being expanded to
support these plans, and Susan Kudzman, who has extensive North
American experience, has recently joined BCE Emergis as Sr. Vice
President, Human Resources.

plan reflects the exciting opportunities we have ahead of us, and
will better enable us to realize on our objectives of being a
North American leader in e-commerce. It also adds additional
strength and depth to senior management," explained Brian
Edwards. These changes and new appointments take effect on
October 1, 2000.
